Douliu City's Crown Prince Memorial HAll was built as a place for Japan's then- Crown Prince, and soon-to-be Emperor, Hirohito (Showa) to rest and receive visitors during his 12-day tour of Emperor's Taiwan colony in 1923. It is similar to a number of other finely constructed buildings around Taiwan built for the same purpose. Japan governed Taiwan from from 1895-1945. Hirohito served as Japan's Emperor from 1926 until his death in 1989.
行啟紀念館窗型均採大面積的長條窗,通風與採光極佳(另一種說法是,其作用可監控與防止抗日的不法集會)。而磚砌的窗台,均砌成防雨水侵入的設計,是十分精巧的工法。「斗六行啟紀念館」-日治時期正名為「記念公館」(“記念”為日文,同華文「紀念」)。館身建築為「一」字型,格局簡單方正,中間主入口為二樓洋館,左右翼為日本間所構成。平面採左長右短的不對稱配置,左右翼屋頂採高挑式,為典型集會用途的設計。
中央主樓為鬼瓦屋頂形式採四披水,左右翼則採三披水。屋後仍保留「軍公教福利品中心」時期搭蓋採光罩做為通廊,使全館動線便捷。
